University of Delaware student arrested with gun, plans to attack campus police

A University of Delaware student has been arrested on weapons charges after patrol officers stopped him with a loaded firearm and discovered plans to attack campus police, authorities said. ​Luqmaan Khan, 25, of Wilmington, was driving a Toyota Tacoma pickup truck in Canby Park West shortly before midnight on Nov. 24 when officers initiated a traffic stop, the New Castle County Police said Tuesday in a press release.​ Khan was ordered to step out of the vehicle but refused to do so, police said. After resisting arrest, he was taken into custody by the officers.​ A search of Khan’s vehicle uncovered a loaded Glock .357 handgun, a device to convert the weapon into a fully automatic firearm, four loaded 27-round extended magazines, ballistic body armor, binoculars, a laptop and a composition notebook, police said.

The truck was towed to police headquarters, where officers executed a search warrant and found additional items, including a notebook containing handwritten notes on warfare techniques, alleged assault plans and a diagram of the University of Delaware Police Department.​The notebook also referenced a member of the UDPD by name and included writings about “martyrdom,” investigators said.

​In an interview with detectives, Khan allegedly stated that being a martyr is “one of the greatest things you can do” and that it was one of his goals, according to court documents reviewed by CBS News.

Khan was taken to New Castle County Police Headquarters and charged with multiple felony counts, including possessing a large-capacity magazine and carrying a concealed deadly weapon.

He was then turned over to the FBI and charged with two federal offenses: possession of a machine gun and possession of an unregistered firearm.

 

​University of Delaware Interim President Laura Carlson confirmed in a statement Tuesday that Khan was an undergraduate student at the school. ​“The University has temporarily separated the student from the University, including a ban from all UD campuses while legal matters are being resolved,” she said.

Khan faces a maximum penalty of 10 years of imprisonment if convicted on the federal charges, according to the U.S. Attorney’s Office for the District of Delaware.

Khan, a Pakistani-born U.S. citizen, is currently in FBI custody. He’s due back in court on Dec. 11.
